Is this a piece of fabric? If it's a skirt, what does it loook like?

BEST ANSWER: The fabric is a typical seersucker. It is very comfortable to wear. It is a split skirt so more like culottes. I love mine. Would love to have more in different colors. Hope this helps answer your questions.

kinda long Cullotes actually. The legs are full enough to make it appear like a skirt but it doesn't look exactly like a skirt. Cool washable fabric.
